Evidence
Server-side mod: Kiln runs mods' code on Horizon's single-player server, not on dedicated servers. Data only, no Java code: Horizon's mod browser imports its data; nothing for Kiln to run.
In the author's words
Hands Off, Villagers! — stops villagers from picking up torchflower and pitcher seeds. Respect the seeds. Respect yourself.
Scan
Scanned on 4 November 2026 against Kiln 0.2.0, file handsoffvillagers-26.3-1.0.3.jar. The scan reads the mod's classes; it does not run them.
